I bought this in size 12-18 for my then 18 month old daughter who is 31 inches tall and 20 lbs. If she had been any bigger this costume wouldn't have fit and she is rather small for her age so I would imagine an average size 18 month old would be busting at the seems. It did fit her like a glove though and she loved the costume (she wanted to wear the head piece as a hat!). The costume is very breathable so be sure to layer if its cold outside underneath! The legs snap away on the inside seem for easy access. Great costume all in all!
